General Mission

OEC conducts continuous, warfighter‑informed testing and evaluation through a unified Campaign of Learning to accelerate Army transformation, inform senior leader decisions, and ensure the Army fields dominant capabilities.

Day in the Life

OEC conducts independent testing on manned and unmanned vehicles, robotics, transportation, and computer networks and independently evaluates all Army systems: synthesizes data across all sources, determines test adequacy and data credibility, clearly articulates system performance, and provides decision makers knowledge and understanding to support acquisition and fielding decisions. This is accomplished through a mix of both technical and administrative staff working in concert to accomplish the mission.

History

OEC was established in 2026 as a result of combining the Operational Test Command and the Army Evaluation Center in order to streamline developmental and operational evaluation into a single, integrated command.
